The state’s independent grid operator is closing in on the selection of a developer for a major transmission project to alleviate congestion and bring renewable energy to downstate New York. The New York Independent System Operator is advancing a $1 billion project proposed by the New York Power Authority and North American Transmission. The proposal is likely to be the winner to fill a longstanding transmission need between the electric grid upstate and the system leading into New York City. Gov. Andrew Cuomo made solving that problem a central part of his "Energy Highway" plan in 2012.
The NYPA-backed project must still be selected as the best option by NYISO’s board of directors — expected at a meeting in July — and then head to the Public Service Commission for additional approvals, including environmental and siting permits. As the project moves forward, it could revive controversy in the Hudson Valley region over above-ground transmission lines. An earlier push for the AC Transmission line ran into delays amid vehement local opposition.
